Preamble – BSA Scout Oath

On my honor, I will do my best to do my duty to God and my Country, and to obey the Scout Law; to help other people at all times; to keep myself physically strong, mentally awake, and morally straight.

                           I.          Membership Guidelines
Membership shall be open to all young adults aged 14-21. No prospective member shall be disqualified because of race, color, creed, or gender. All members must be registered as a Venturer and agree to the Crew Bylaws.

a.      “Active participation” is defined as participating in at least 75% of Crew meetings/activities during the period being considered. Periods should be no less than two calendar months.

b.      Active members shall pay dues of $30.00 per year to the Crew to cover general operating expenses of the Crew. These dues are due to the Crew Treasurer at time of annual re-charter.

c.      Meetings:

                                                                        i.     General Meetings: the 1st, 3rd, and when occurring, the 5th Sunday of every month

                                                                       ii.     At least one general meeting per month

                                                                      iii.     Activities may take the place of meetings. This is to be decided by Crew Officers

                                                                      iv.     Officers Meetings: at least once per month.

d.      Officers

                                                                        i.     The elected officers shall be President, VP of Administration, VP of Programing, (Secretary – REMOVED by Crew Vote on 1-16-22), and Treasurer. The President, with approval of the Advisor, shall appoint Historian, Crew Guide, Quartermaster, and other positions as needed. The duties of each Crew Leader shall be followed as outlined in the Venturing Handbook.

                                                                       ii.     Nominations for elected officers may be given in either of the two meetings before the election or by general post in the BAND app. On the night of the elections, nominations may be presented by any member from the floor. If the nomination is seconded and the candidate agrees to serve, he or she must be included on the ballot.

                                                                      iii.     Elections shall be decided by simple majority.

                                                                      iv.     Normal term of elected office shall be 6 Months (amended as of 1-16-2022) year from date of election. No member shall serve more than 2 successive terms in the same position.

                                                                       v.     No officer shall hold more than one office at a time.

                                                                      vi.     Elections shall take place at the second meeting in January each year and 6 months following in July (newly added 1-16-22)

                                                                    vii.     To be eligible for the role of Crew President:

1.      Be active in Crew 1910 for the previous 12 months

2.      Have completed National Youth Leadership Training

                                                                   viii.     To be eligible for all other elected roles:

1.      Be active in Crew 1910 for the previous 6 months

2.      Have completed National Youth Leadership Training

                                                                      ix.     All Crew officers must attend at least 75% of Crew meetings/events during a 2 month period to maintain their office.

                                                                       x.     If an officer does not attend the required amount of participation, or does not to do his/her job, expulsion from office is possible. A majority of Crew officers and the Crew Advisor must approve this expulsion.

                                                                      xi.     If the President and Crew Advisor are related, an Associate Advisor will be named to mentor and advise the Crew President.

e.      Crew Rules

                                                                        i.     All Crew members agree to actively monitor Crew communications via the BAND app. This includes keeping “notifications” turned on. Private Chats within BAND should include at least one adult. No conversations within the Crew shall take place outside the BAND app.

                                                                       ii.     All Crew members and guests will respect other people’s property and opinions

                                                                      iii.     There will be no fighting (verbal or physical)

                                                                      iv.     Keep foul language to a minimum. No foul language is preferred

                                                                       v.     If you cannot make it to a meeting, notify an officer or other Crew member, or post on BAND.

                                                                      vi.     If you get hurt, notify an adult immediately

                                                                    vii.     Respect others when they are speaking: do not interrupt or have side bar conversations during presentations.

                                                                   viii.     Crew officers decisions are to be respected and followed unless they will result in obvious harm.

                                                                      ix.     Sex, illegal drugs, alcohol, tobacco use are not tolerated. Any action that violates the Crew Bylaws is prohibited. If any Crew member is offended by behaviors of another person, he may report it to the officers or Advisors for appropriate action. The person reporting can count on discretion from the officers and Advisors.

                                                                       x.     Consequences can be as follows, depending on the severity of the harm caused:

1.      Verbal warning

2.      Written warning

3.      Notify parents

4.      Expulsion from the Crew

                          II.          Program Guidelines

a.      All Crew outings must meet KUMC Safe Sanctuary Guidelines. This will cover BSA Youth Protection policies as well

b.      Crew 1910 may leverage Safe Sanctuary coverage from other KUMC units at jointly attended events.

c.      All activities will be done under the various rules of BSA Safe Scouting

                                                                        i.     All Crew members will follow the buddy system during activities

d.      All outings will require an Activity Chair who has volunteered to plan the activity. The activity chair is required to complete the activity planning template on the following timeline to be presented to at a Crew Officers meeting:

                                                                        i.     Single day events: 1 meeting prior

                                                                       ii.     Overnight events: 2 meetings prior

e.      Outings requiring overnight stays: the Crew will be segregated by gender and a Sleeping/shower arrangement form will be submitted to KUMC per its written policy.

f.       Commitments to Activities

                                                                        i.     Because many Crew activities require a deposit for the group, once a member has committed (verbal, written, or electronic) to participating in an activity, full financial commitment is expected.

                                                                       ii.     All Activities requiring payment must be paid in full no later than 1 week prior to the event

                                                                      iii.     All payments are non-refundable unless arrangements with the venue allow for this. Any refunds will be directed to the members Scout Account.

                                                                      iv.     Failure to stay current on payments may result in expulsion from the Crew.

                        III.          Fundraising

a.      All fundraising projects must be approved by a majority vote of the Crew members present.

b.      Funds earned will first go to cover the event’s cost.

c.      Remaining funds will be split as follows:

                                                                        i.     50% to the general Crew account

                                                                       ii.     The remaining 50% will be deposited into the Scout account of each member of the Crew who participated in the fundraising event

                                                                      iii.     Funds earned through Crew activities are for use on future Crew activities and are not transferable to other BSA units

                                                                      iv.     Scout accounts not consumed while the member is active in the Crew will be zeroed out and returned to the general fund of the Crew.

                                                                       v.     The Crew Committee may, with majority vote, make general funds available for Crew members who may be unable to afford events. Members should make their request for funds in writing with amount and reason for the request to the Crew Advisor.

Changes to Crew 1910 Bylaws

Changes/additions/deletions to Crew bylaws must pass a simple majority vote by the active Crew membership and then by a simple majority vote by the Crew Committee.
